Pepe coin on Bitvavo: the verdict in short

If you live in the euro area and want PEPE without a broker markup, Bitvavo is hard to beat. The Amsterdam exchange runs a genuine PEPE-EUR order book (not a quote from a market maker), lets you start at €5, and charges 0.15% to 0.25% per trade for most retail accounts. On 13 October 2026 its public API showed the market as “trading”, with market, limit, stop-loss and take-profit orders all available.

We score Bitvavo 8.3 out of 10, the highest of the four big Western platforms we reviewed for PEPE. The points it drops come from one very specific annoyance (a flat 270,000 PEPE fee every time you move coins out) and from a security history that is clean on customer funds but bumpy on data and corporate governance. If you mostly buy and hold on the platform, the withdrawal fee hardly matters. If you plan to move small amounts to a wallet often, it bites.

Bitvavo is the main local option on our guide to buying PEPE in the Netherlands, and it is passported across the EEA, so German, Belgian or Spanish users can open an account too. Our Germany guide compares it with local brokers such as Bison.

Who runs Bitvavo, and where it is licensed

Bitvavo B.V. launched in 2018 and is based on the Keizersgracht in Amsterdam. Wikipedia names Mark Nuvelstijn, Tim Baardse and Jelle de Boer as founders, with a holding company, Bitvavo Group B.V., above the operating entity. Client euro balances are held in a separate foundation, Stichting Bitvavo Payments, a common Dutch structure that keeps customer money legally apart from the company’s own.

The regulatory picture is straightforward. The Dutch Authority for the Financial Markets (AFM) authorised Bitvavo as a crypto-asset service provider under MiCA on 26 June 2025, covering custody, operating a trading platform and transfers. That date matters: the Netherlands ran the shortest MiCA transition in the EU, which ended on 30 June 2025, so Bitvavo got its licence just in time. The ESMA register shows the licence passported to every other EEA country, from Austria to Sweden.

One small housekeeping note: ESMA’s register spells the address as Keizersgracht 28 while Wikipedia gives Keizersgracht 281. It changes nothing for users, but it shows why we always link to the register itself rather than repeating secondhand details.

How we scored Bitvavo for PEPE buyers

Every review on this site uses the same six weighted criteria: licensing (20%), PEPE market quality (15%), trading and funding costs (25%), withdrawals (15%), security record (15%) and the app (10%). The weighted average gives the headline score, so a 0.1 difference between two exchanges actually means something.

Licensing earns a 9 because a home-state MiCA licence from a strict regulator is the best credential an EU exchange can hold today. The PEPE market also gets a 9: an order book with limit orders and a €5 minimum gives you price control a broker cannot. Costs land at 8.5 because 0.25% taker is low, but card deposits now cost 1%. The App Store rating of 4.7 from 48,251 Dutch ratings (13 October 2026) backs the app score.

Withdrawals are the weak spot at 6. A flat fee charged in PEPE is predictable, but it is large relative to small balances, and there is only one network. Security sits at 8: strong published safeguards, offset by past data exposures, which we explain below.

Bitvavo fees for PEPE, line by line

Bitvavo uses a maker-taker model. A taker order fills instantly against the book (a market order, for example). A maker order sits on the book and waits (a limit order below the current price). For most people buying a first bag of PEPE, the taker rate is the one that applies.

Here is what that means in practice. Buy €200 of PEPE with a market order and you pay 0.25%, or 50 cents. Fund that purchase by iDEAL and the deposit is free. Fund it by card and you add €2. Bitvavo reserves the maximum 0.25% on limit orders up front and refunds the difference if the order fills as a maker, according to its support page updated on 8 October 2026.

USDC pairs carry lower fees than euro pairs, but PEPE trades against the euro on Bitvavo, so that discount does not help PEPE buyers directly. If you want to model fees and spread on a specific amount, our PEPE calculator does the arithmetic.

How to buy PEPE on Bitvavo, step by step

The process takes a few minutes once your identity is verified. Bitvavo requires full KYC before you can deposit, so have an ID document ready.

  1. Open and verify your account

Sign up at bitvavo.com or in the app, then complete identity verification. Bitvavo is regulated, so there is no way around KYC.

  2. Deposit euro

Use iDEAL / Wero, SEPA, Bancontact or EPS for free. Card, Apple Pay and Google Pay work too, at a 1% fee.

  3. Find the PEPE-EUR market

Search for PEPE. Check the ticker is PEPE and the network shown is Ethereum, so you know it is the real token and not one of the PEPE copycats.

  4. Place your order

Use a market order for speed or a limit order to name your price. The minimum is €5.

  5. Decide where to keep it

Leave it on Bitvavo or withdraw to your own Ethereum wallet. Mind the 280,000 PEPE minimum and the 270,000 PEPE fee.

If you are new to the whole process, our general guide to buying PEPE explains the basics of wallets, networks and fake tokens before you put money in.

Withdrawing PEPE from Bitvavo: network and fee

Bitvavo sends PEPE on Ethereum only. Its asset API showed a withdrawal fee of 270,000 PEPE and a minimum withdrawal of 280,000 PEPE on 13 October 2026. Deposits are free and are credited after 32 Ethereum confirmations.

To put the fee in euro terms: on the same day Bitvavo’s own API equated its €5 minimum order with 1,370,852 PEPE, which puts 270,000 PEPE at roughly €1. That is reasonable for one large transfer. It is painful if you withdraw €10 at a time, because you lose about a tenth of it. And because the fee is fixed in PEPE, its euro value rises and falls with the price.

Is Bitvavo safe? Licence, reserves and incidents

On paper, Bitvavo publishes more safeguards than most rivals. It commissions quarterly third-party proof-of-reserves attestations using a Merkle tree, so you can check your own balance is included, and it reports 1:1 backing for in-scope assets. Its support page (updated 29 August 2026) says its custody providers are insured up to €755 million and that the Bitvavo Account Guarantee covers losses from unauthorised account access up to €100,000, subject to eligibility conditions.

The track record is less spotless. According to Wikipedia, which cites press coverage, eight users’ data was exposed for about 15 minutes in September 2022, Bitvavo had around €280 million exposed to Gemini and DCG when Gemini Earn froze in January 2023, a data breach hit a “limited number of customers” in April 2024, and the CEO resigned in July 2025 after media allegations. We found no hack of customer funds, but absence of evidence is not proof, so treat that as unverified. For the bigger picture on exchange risk, see is PEPE safe.

Bitvavo alternatives and the CEX.IO comparison

The closest alternative is Bitpanda. It is a broker rather than an exchange, so you get a single buy price with a premium of up to 2.49% baked in, but it supports far more currencies and PayPal. If you value price control and low fees, Bitvavo wins. If you want simplicity or need to pay in Swiss francs or Polish zloty, Bitpanda is easier. Dutch users can also look at Finst, which the AFM authorised on 24 July 2025 and which lists PEPE at a 0.15% fee, and Kraken, which runs a PEPE/EUR book under an Irish MiCA licence. Our PEPE exchange comparison lines them all up.

Readers sometimes ask how Bitvavo compares with CEX.IO, the international exchange this site’s buy buttons link to. The honest answer for EU residents: it does not, right now. CEX.IO stopped onboarding new EU and EEA users when the MiCA transition ended on 1 July 2026, existing EU accounts are withdrawal-only, and its Spanish entity’s application to the CNMV is still under review. CEX.IO also has no euro PEPE pair; it offers PEPE against USD, USDT and USDC.

For euro buyers, Bitvavo is the most cost-efficient regulated place to hold PEPE that we reviewed. Buy with iDEAL or SEPA, use limit orders, and batch your withdrawals so the 270,000 PEPE fee only hits once.
